MOSCOW – A RUSSIAN regional human rights official said on Tuesday that federal forces killed innocent civilians during an operation to root out insurgents in the north Caucasus. Chechnya’s rights ombudsman said four passers-by died along with 18 suspected Islamic militants in a bloody three-day shootout that ended on Saturday in the mountains of Ingushetia, along the border with Chechnya.
